Fight Against ‘Parasites’ Reaches New Level

The Brest police said that they help “assist citizens in attending” the “parasite” commissions. And they said that for some of those who do not show up for such meetings, administrative liability is provided — from a fine to arrest, writes Zerkalo.

This year, security forces began to conduct raids on the addresses of people who are considered not employed in the economy. First of all, as stated, this affects those who were released from prison, who “previously came to the attention of the police.” In early March, Interior Minister Ivan Kubrakou said that after police raids on “parasites” in Minsk, people began to contact employment centers more often.
“Parasites” now pay full rates for some housing and communal services — heating, hot water and gas. The cost of the first two services for “dependents” is 5.5 times higher than for the rest of the population.
At the same time, officials have not abandoned the idea of introducing restrictions on free medical care for “parasites”.
The Department of Internal Affairs of the Leninsky District Administration of Brest answered the question of what measures of influence are taken by police officers against able-bodied citizens who are not employed in the economy.
The police are trying to attract to work those who lead an asocial lifestyle and are registered with them. And also those who were previously brought to administrative liability for offenses while intoxicated. Also under the control of the police are those who violated public order.
“So, as part of preventive measures, as well as with the aim of involving the above-mentioned citizens in work activities, police officers assist citizens in appearing at the permanent commission for coordinating work to promote employment of the population (popularly called “parasites” — editorial note)”, said the district inspector of the Department of Law Enforcement and Prevention of the Department of Internal Affairs of the Leninski District Administration of Brest, police lieutenant Palina Kadenskaya.
According to her, “for failure to appear at a preventive event, having been duly notified, administrative liability is provided for persons registered with the Department of Internal Affairs.”
The police lieutenant referred to Article 24.3 of the Code of Administrative Offenses “Disobedience to a lawful order or demand of an official of a state body (organization) in the performance of official powers by a person not subordinate to him in service.”
There are several possible punishments for this — a fine of two to one hundred basic fees (from 84 to 4,200 rubles), or community service, or administrative arrest.
“In the case of independent employment, these citizens must provide information about their place of work to the local police inspector in order to place the information in a preventive file,” Palina Kadenskaya clarified.
By the way, Article 24.3 of the Code of Administrative Offenses is applied not only by the police, but also by customs officers.
